For decades, fire and police departments have measured fitness the same way most of us learned to in high school gym class: can you run a mile fast enough, do enough push-ups, pass the test? It’s an easy box to check. It’s also, according to the tactical performance experts who work inside these departments every day, the wrong box.
“Gym ready” and “operationally ready” are not the same thing. For fire chiefs, police leadership, and the wellness coordinators tasked with keeping personnel healthy and on the job, that distinction has a direct line to the budget. Musculoskeletal injuries, workers’ compensation claims, overtime backfill, and early retirements don’t happen because someone couldn’t finish a workout. They happen because someone wasn’t conditioned for the specific, unpredictable, high-consequence demands of the job.
The Problem With “Fit”
Ben Jacobs spent over 15 years building physical preparation systems for Division I college athletics and Olympic and professional athletes before founding Frontline Human Performance to bring that same expertise to first responders. His central argument, laid out in a recent webinar we hosted is simple but easy to miss: fitness and readiness are not interchangeable.
A traditional gym environment is controlled and planned. The person walking in knows exactly what they’re about to do, and they’re usually fresh and recovered when they do it. None of that describes a shift. Fire, police, and EMS personnel operate in an environment where fatigue and stress are constants and the next call, not a workout plan, dictates what the body has to do next.
That means someone can look fit, move well in a controlled setting, and still be completely unprepared for the actual job. A firefighter who can bench press twice his body weight but has never trained the specific conditioning needed to drag a hose up four flights of stairs in full gear is not operationally ready. He’s gym ready. Those are two very different insurance profiles.
Six Capacities, Not One
Instead of training one or two qualities, a quick lift here, a run there, a genuine tactical readiness program has to build competency across six physical capacities simultaneously, because the job doesn’t specialize and neither can the training:
- Alactic capacity: immediate, explosive power for the first 0 to 10 seconds, like sprinting to a victim or forcing a door
- Glycolytic capacity: sustained maximal effort from roughly 20 seconds to 2 minutes, like long hose drags or ground fighting
- Aerobic capacity: the foundational engine that lets the body produce energy efficiently and recover between efforts. It’s often the most overlooked capacity, and the one that makes every other capacity trainable
- Strength: the ability to produce force, which makes equipment lighter and victim carries more efficient
- Strength endurance: repeated force production over time, needed for sustained fire ground operations or extended CPR
- Recovery capacity: how efficiently the body returns to baseline between bouts of stress, which determines how much a person can absorb before injury risk climbs
Compare that to a specialized athlete like a marathon runner, who can build a training program almost entirely around aerobic capacity because their sport allows specialization. First responders don’t get that luxury. A firefighter, patrol officer, or paramedic needs competency across all six areas because any given shift could demand any combination of them, often with no warning.
Why This Matters for Decision-Makers
This is a risk management issue as much as a coaching philosophy. A University of Quebec study published in Applied Ergonomics found that firefighters with higher aerobic capacity completed simulated fireground tasks faster and consumed significantly less air from their SCBA cylinder doing the same work as their less-conditioned peers. That has direct implications for both safety and equipment cost. On the law enforcement side, foot pursuits and ground fighting demand that same kind of specific, job-matched conditioning rather than general fitness.
From Training to the Field
The goal of a properly designed program isn’t to build the fittest-looking roster in the department. It’s to make sure physical preparation actually transfers to the field. That transfer only happens when training reflects the real physiological and mental demands of the profession, not a generic fitness standard borrowed from a different context entirely.
For municipal leaders and wellness coordinators evaluating where to invest limited budget, this is the starting question worth asking: is our current program building general fitness, or is it building the specific capacities our people need to survive a full career? The answer determines whether you’re managing risk proactively, or paying for it later in claims, overtime, and lost institutional knowledge when good people retire early or get hurt.
